Human Resources Manager (effective 1/1/2019)

Overview
Responsible for overseeing, maintaining, and providing effective leadership for Human Resources services and functions of The Salvation Army-Western Pennsylvania Division. Assist department managers and Corps Officers in assessing their handling of HR employee and compliance issues. Responsible for coordinating Human Resources functions with The Salvation Army requirements and processes. Serve as a team member in the management decision making process and is responsible for ensuring quality of service.
Responsibilities
Essential Functions:? Formulate, define, and interpret HR goals and objectives to the Personnel Secretary.? Establish and direct the strategic long-term goals, policies and procedures for the Human Resources Department. ? Evaluate the strategies currently employed managing employees with the goal of increasing efficiency and effectiveness.? Coordinate WPA Division's Human Resources functions with The Salvation Army requirements and process and submit appropriate paperwork for approval.? Conduct new employee Orientations making sure all paperwork is compliant. ? Monitor DHQ Flex Time Process, new employee additions and changes. ? Participate in the orientations of new Officers assigned to the Western PA Division.? Responsible for the interview and hiring process for new DHQ applicants.? Responsible for monthly I-9 review and auditing. ? Conduct exit interviews for all DHQ employees.? Responsible for yearly and 90 day Performance Review Process, initiation and tracking for Western PA Division. ? Review position job descriptions for all employees.? Oversee handling of all internal employee benefits-related paperwork and compliance issues. ? Ensure all appropriate Federal and State posting notices are available and posted at all WPA locations.? Assist in the preparation of all employee grievance hearing requests and EEOC filings. ? Assist in conducting training sessions for supervisors and employees on current and relevant topics for Western Pennsylvania Division.? Inform the General Secretary of all employee matters and concerns.? Oversee employee personnel files and review to ensure completeness, accuracy, and timeliness of information files.? Research and develop processes that create timely and efficient workflow.? Establish uniform correspondence procedures and style practices. ? Formulate procedures for systematic retention, protection, retrieval, transfer and disposal of records.? Support Corps Officers during the process of the different types of formal performance management. ? Responsible division wide when filling a position to help define the need and develop a recruitment strategy. ? Oversee the process of posting position announcement orders from department managers and Corps Officers as requested making sure that appropriate budget provisions have been verified. ? Maintain compensation program complete with salary grades, ranges and current job descriptions.? Maintain employee relations program complete with timely communication, DHQ and Corps service awards program, and open door for conflict resolution.? Serve as a member of the Command Finance Council which entails discussion of all agenda items pertaining to personnel situations. ? Responsible for the initiation and overall completion each year of The United Way Campaign and The New Faces of Need Campaign. ? Support all officers and employees as it relates to our Salvation Army policies and federal and state law.
Qualifications
Knowledge, Skills and Abilities:? Ability to understand, interpret principles and objectives of The Salvation Army and incorporate them in every area of the WPA Division.? Strong organizational skills include setting priorities, planning, setting and achieving short and long term goals.? Requires creativity, flexibility, confidentiality and considerable accuracy.? Must possess strong supervisory skills.? Must possess computer skills including working knowledge of Microsoft Office and Lotus Notes.? Must successfully complete The Salvation Army's KeepSAfe required training.? Ability to learn Human Resources Information System.
Education and Experience:? Position requires a Bachelor's Degree with five to ten years of experience in Human Resources or related field.? Human Resources Certification a plus.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
